Project Overview

Cadreatech Engineering Consultants was appointed by the Kitui County Assembly to provide civil and structural engineering consultancy services for the design and supervision of an eight-storey office block and assembly complex in Kitui Town. The development forms a key public infrastructure investment for the county government.

The complex accommodates Members of County Assembly offices, committee rooms, boardrooms, basement parking, cafeteria facilities, entertainment spaces, and gym floors. Because the building serves a high number of daily users, the structural system had to prioritize safety, durability, functionality, and resilience.

In addition, the design needed to support efficient internal circulation and flexible office layouts. Therefore, the engineering team adopted a structural solution that balances strength, serviceability, and long-term adaptability.

Structural Design Strategy and Building System

The building is designed as a reinforced concrete framed structure. Reinforced concrete lift core walls provide additional lateral stability. This system improves resistance to wind and seismic actions while maintaining architectural flexibility.

To achieve large, open circulation areas, the structural design adopted wide column spacing of approximately 8 m × 6 m. As a result, the internal layout remains open and adaptable for different office configurations. At the same time, the framing system maintains structural efficiency and code compliance.

The entire structural system was developed in line with Kenyan building regulations, relevant Eurocodes, and accepted best practices for public institutional buildings.

Geotechnical Review and Foundation Engineering

A detailed review of the geotechnical investigation report showed deep sand overburden across the site. Therefore, the structural team recommended additional geotechnical investigations to confirm the depth of loose material and identify competent bearing strata.

Based on the confirmed soil conditions, the design adopted a raft foundation system at formation level. This solution distributes building loads evenly across the footprint. It also helps control settlement and improve overall stability. As a result, the foundation system enhances long-term structural performance under site-specific ground conditions.

Construction Supervision and Site Coordination

Cadreatech has remained actively involved in construction supervision to ensure compliance with approved drawings, specifications, and quality standards. Site engineers provide continuous technical support and coordination during excavation, foundation works, and superstructure construction.

Because of the building height and public occupancy, seismic performance formed a key design requirement. The structural system combines reinforced concrete moment-resisting frames with reinforced concrete shear walls. This hybrid system improves lateral strength, stiffness, and ductility.

Ductile detailing was applied in line with Eurocode 8 provisions. This approach improves the building’s ability to dissipate energy during seismic events. In addition, large-span reinforced concrete slabs were designed to support wide circulation areas without excessive deflection.

The lift core and shear wall arrangement enhances torsional resistance and overall stability. As a result, the building achieves improved performance under lateral loading while maintaining architectural flexibility.

The adopted structural solution delivers a safe, functional, and durable public office complex suited to Kenyan environmental and regulatory conditions.
